Flipper the dolphin and Lopaka, a Polynesian boy with the ability to breathe underwater and talk to animals, live in the lost city of Quetso on the island of Illoka. The pair, along with a new friend, must join their wits to defeat the scheming of the evil octopus Dexter and his thuggish gang of sharks.
